Continuum of Care Program

The US Department of Housing and Urban Development (HUD) awards Homeless Assistance Program funding through what is known as the Continuum of Care (CoC) for a community.

A Continuum of Care is a regional or local planning body that coordinates housing and services funding for homeless families and individuals. Services include outreach, intake and assessment, emergency shelter, transitional housing, and permanent supportive housing.

The Boston Continuum of Care is coordinated by the Mayor's Office of Housing Supportive Housing Division. Direction comes from the Continuum of Care Board, known as the Boston Continuum of Care Housing and Stabilization Committee, and consumer groups, including the Boston Advisory Council on Ending Homelessness (BACHome) and the Boston CoC Youth Council (BCYC).

The Boston Continuum of Care (CoC), the group of stakeholders working to end homelessness in Boston, commits to dismantling racism in our policies and practices with the recognition that groups of people are also marginalized based on gender, sexual orientation, ability, age, and many others. The Mayor's Office of Housing (MOH), Collaborative Applicant for the Boston Continuum of Care (MA-500), has finalized the CoC-approved Consolidated Application. The Consolidated Application includes the MA-500 CoC Application and the Project Priority Listing.

HUD released the FY 2024 and FY 2025 Continuum of Care Notice of Funding Opportunity (NOFO) on July 31, 2024. The FY 2024 CoC application and all project applications are due to HUD on October 30, 2024. The FY 2025 CoC application is due to HUD on August 29, 2025. 

The FY2024 application includes three parts: 

  1. the CoC Application
  2. the priority listings, where projects are ranked in order of community priorities, and
  3. the individual project applications, which fund programs across our CoC for people experiencing homelessness.

The Mayor’s Office of Housing (MOH), as collaborative applicant for the Boston CoC, will assemble the full CoC application on behalf of our community and submit it to HUD in advance of the deadline. 

Renewing project applicants will receive application materials from their MOH Development Officer by September 13, 2024.

All renewal applications and supporting materials are due back to MOH no later than Friday, September 27, 2024.

The Mayor’s Office of Housing (MOH) held a meeting of the Boston CoC's Strategic Funding Committee on October 9, 2024. The committee voted to approve the CoC's scored, tiered, and ranked list of projects to be included in the CoC's application to HUD under the FY2024 Continuum of Care NOFO.

Topics included a NOFO overview, key dates and deadlines, renewal requirements and application process, information on new funding opportunities through the CoC and CoCBuilds NOFOs, and other highlights and changes.
