City Council Committee on Public Safety and Criminal Justice Hearing on Dockets #0666, #1151, #1152, #1386, #1495, #1496, #1583, #1662, and #1668

Message and order authorizing the City of Boston to accept and expend the amount of Eight Hundred Fifty Thousand Dollars ($850,000.00) in the form of a grant, for upgrading, expanding, and integrating technology and protocols related to anti-terrorism, anti-crime, anti-gang and emergency response, awarded by the Mass Executive Office of Public Safety to be administered by the Police Department. The grant will fund the Boston Intelligence Center FY18 Allocation.

Message and order authorizing the City of Boston to accept and expend the amount of Three Million Two Hundred Fifty-Three Thousand Three Hundred Seventeen Dollars ($3,253,317.00) in the form of a grant for the FY19 PSAP Grant awarded by the MA Executive Office of Public Safety and Security to be administered by the Police Department. The grant will fund the cost associated with providing Enhanced 911 Public Safety Answering Point services.

Message and order authorizing the City of Boston to accept and expend the amount of Four Hundred Seventy-two Thousand Sixty-Three Dollars ($472,063.00) in the form of a grant for the FY18 State 911 Training Grant, awarded by the MA Executive Office of Public Safety and Security to be administered by the Police Department. The grant will fund the training and certification of Enhanced 911 telecommunications staff.

Message and order authorizing the City of Boston to accept and expend the amount of Four Hundred Seventeen Thousand Eight Hundred Nine Dollars ($417,809.00) in the form of a grant for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program-Local Solicitation, awarded by the United States Department of Justice to be administered by the Police Department. The grant will fund four Domestic Violence Advocates.

Message and order authorizing the City of Boston to accept and expend the amount of Nine Hundred Sixty-Six Thousand Eight Hundred Seventy-One Dollars ($966,871.00) in the form of a grant for the FFY 2017 Assistance to Firefighters Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund an Accountability Management System for critical on scene activities, including Personal Accountability Reports and unit assignments.

Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Seventy-Two Thousand Four Hundred Twenty-Seven Dollars ($172,427.00) in the form of a grant for the FFY 2017 Assistance to Firefighters Regional Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund the growing need for the fire department personnel trained in tech rescue in the cities/towns of Boston, Brookline, Cambridge, Chelsea, Everett, Revere, Somerville, Quincy and Winthrop.

Message and order authorizing the City of Boston to accept and expend the amount of Two Hundred Thirty-Seven Thousand Five Hundred Dollars ($237,500.00) in the form of a grant, for the FY19 State HazMat Grant, awarded by the Massachusetts Department of Fire Services to be administered by the HazMat Response. The grant would fund additional, supplementary goods and services for the Boston Fire Department HazMat Division.

Message and order authorizing the City of Boston to accept and expend amount of Fourteen Million Dollars ($14,000,000.00) in the form of a grant, for the continued support of unique planning, exercises, training and operational needs, that will assist in building enhanced and sustainable security capacities to help prevent, respond and to recover from threats or acts of terrorism, including chemical, biological, radiological, nuclear and explosive (CBRNE) incidents, awarded by the United States Department of Homeland Security, passed through the MA Executive Office of Public Safety and Security, to be administered by the Mayor's Office of Homeland Security. The grant will fund Urban Area Security Initiative FFY18.

Message and order authorizing the City of Boston to accept and expend the amount of Two Hundred Seventy-Five Thousand Dollars ($275,000.00) in the form of a grant for the CEASE Boston, awarded by the Donor Group to be administered by the Police Department. The grant will fund the Cities Empowered Against Sexual Exploitation (CEASE) Network in Boston, a multi-sector strategy among law enforcement, businesses, the faith community, legislators and survivors who are working in partnership to abolish the demand for human trafficking.

These matters were sponsored by Mayor Martin J. Walsh, and referred to the Committee on May 2 (#0666), August 1 (#1151-1152), September 19 (#1386), October 17 (#1495-1496) October 31 (#1583) and November 28, 2018 (#1662 & 1668).
