    1162    Message and order for your approval an Order amending City of Boston 

        Code, Ordinances, Chapter XV, Section 15 11.1, regarding Black Male 

        Advancement for Equity and Welfare. Since its establishment in 2021, the 

        Black Men and Boys Commission has sought to study the social conditions 

        of the city’s Black men and boys, develop strategies to remedy or assist in 

        remedying serious adversities, and recommend courses of action to create 

        equal opportunity for generations of Black men and boys in the City of 

        Boston.

        1163    Message and order for your approval an Order to reduce the FY25 

        appropriation for the Reserve for Collective Bargaining by One Hundred 

        Eighty Seven Thousand Three Hundred Seventy Three Dollars 

        ($187,373.00)  to provide funding for the Boston Police Department for the 

        FY25 increases contained within the collective bargaining agreement 

        between the City of Boston and the Boston Police School Traffic 

        Supervisors Association, Inc. (BPSTSA).

        1164    Message and order for a supplemental appropriation Order for the Boston 

        Police Department for FY25 in the amount of One Hundred Eighty Seven 

        Thousand Three Hundred Seventy Three Dollars ($187,373.00) to cover the 

        FY25 cost items contained within the collective bargaining agreements 

        between the City of Boston and the Boston Police School Traffic 

        Supervisors Association, Inc. (BPSTSA). The terms of the contract are 

        September 1, 2023 through August 31, 2027. The major provisions of the 

        contract includes a base wage increase of 2% to be given in September of 

        each year of the contract term and flat amounts of $200, $200, $275, and 

        $350 to be added to annual salaries in January of each fiscal year.

        1165    Message and order authorizing the City of Boston to accept and expend the 

        amount of Seventy Five Million Dollars ($75,000,000.00) in the form of a 

        grant, for the Commonwealth Builder Program, awarded by the 

        Massachusetts Housing Finance Agency to be administered by the Mayor’s 

        Office of Housing. The grant will fund the creation of workforce 

        homeownership housing units and the long term availability of those units 

        to eligible moderate income households.

        1166    Message and order authorizing the City of Boston to accept and expend the 

        amount of Four Million One Hundred Twenty Five Thousand Dollars 

        ($4,125,000.00) in the form of a grant, for the FY25 Public Safety 

        Answering Point Support and Incentive Grant, awarded by the MA 

        Executive Office of Public Safety & Security to be administered by the 

        Police Department. The grant will fund costs associated with providing 

        Enhanced 911 services.

        1167    Message and order authorizing the City of Boston to accept and expend the 

        amount of One Million Dollars ($1,000,000.00) in the form of a grant for 

        the Stove Replacement Program (EJG2G), awarded by the United States 

        Environmental Protection Agency, to be administered by the Environment 

        Department. The grant will fund to educate residents on electric cooking 

        and its environmental/health benefits.

          

        1168    Message and order authorizing the City of Boston to accept and expend the 

        amount of Eight Hundred Fifty Thousand Dollars ($850,000.00) in the form 

        of a grant for the FY24 Boston Regional Intelligence Center Earmark, 

        awarded by the MA Executive Office of Public Safety & Security to be 

        administered by the Police Department. The grant will fund upgrading, 

        expanding, and integrating technology and protocols related to 

        anti terrorism, anti crime, anti gang and emergency response.

        1169    Message and order authorizing the City of Boston to accept and expend the 

        amount of Five Hundred Thirty Nine Thousand Two Hundred Fifty Six 

        Dollars ($539,256.00) in the form of a grant, for the MassEVIP Charging 

        Stations, awarded by MA Executive Office of Energy and Environmental 

        Affairs to be administered by the Transportation Department. The grant will 

        fund sixty (60) electric vehicle charging stations under the Massachusetts 

        Electric Vehicle Incentive Program (MassEVIP) Public Access Charging 

        (PAC) Program.

        1170    Message and order authorizing the City of Boston to accept and expend the 

        amount of Four Hundred Forty Five Thousand Eight Hundred Sixty Five 

        Dollars and Seventy Seven Cents ($445,865.77) in the form of the grant for 

        the FY25 State 911 Training Grant, awarded by the MA Executive Office of 

        Public Safety & Security to be administered by the Police Department. The 

        grant will fund the training and certification of Enhanced 911 

        telecommunications staff.

        1171    Message and order authorizing the City of Boston to accept and expend the 

        amount of Two Hundred Sixty Thousand Thirty One Dollars and 

        Seventy Five Cents ($260,031.75) in the form of a grant, for the FY23 

        Carbon Monoxide Poisoning Prevention Grant Program (COPPGP), 

        awarded by the United States Consumer Product Safety Commission to be 

        administered by the Fire Department. The grant will fund and support the 

        installation of CO alarms and training and public education programs to 

        promote health and public safety.

        1172    Message and order authorizing the City of Boston to accept and expend the 

        amount of One Hundred Thousand Dollars ($100,000.00) in the form of a 

        grant, for the Senior’s Save Program grant, awarded by the Boston 

        Charitable Trust Fund to be administered by the Mayor’s Office of Housing. 

        The grant will fund the heating system replacement program for eligible 

        senior citizen homeowners in Boston.

        1173    Message and order authorizing the City of Boston to accept and expend the 

        amount of One Hundred Thousand Dollars ($100,000.00) in the form of a 

        grant for the Cultural Access program grant, awarded by the Donor Group 

        to be administered by the Mayor's Office of Arts and Culture. The grant will 

        fund Highland Street donation/grant for the Cultural Access program for 

        Boston Public School Sundays.

        1174    Message and order authorizing the City of Boston to accept and expend the 

        amount of Ninety Four Thousand Dollars ($94,000.00) in the form of a 

        grant for the FY25 Local Consumer Aid Fund, awarded by the MA 

        Attorney General's Office to be administered by the Office of Consumer 

        Affairs and Licensing. The grant will fund staff costs and operational 

        expenses.

        1175    Message and order authorizing the City of Boston to accept and expend the 

        amount of Eighty Seven Thousand Four Hundred Twenty Seven Dollars 

        ($87,427.00) in the form of a grant, for the United States Attorney’s Project 

        Safe Neighborhood (PSN) Initiative grant, awarded by the United States 

        Attorney’s Office passed through the MA Executive Office of Public Safety 

        & Security, to be administered by the Boston Police Department. The grant 

        will fund the purchase of needed equipment, software, and other technology 

        items considered vital for preventing or reducing violent crime.

        1176    Message and order authorizing the City of Boston to accept and expend the 

        amount of Eleven Thousand Six Hundred Dollars ($11,600.00) in the form 

        of a grant for the Escrow Mitigation Activities, awarded to the City of 

        Boston to be administered by the Boston Center for Youth and Families. 

        The grant will fund to pay contractors for mitigation activities.

        amount of Ten Thousand Dollars ($10,000.00) in the form of a grant for the 

        FY23 National Violent Death Reporting System, awarded by the MA 

        Department of Public Health to be administered by the Police Department. 

        The grant will fund data collection by the Bureau of Investigative Services 

        and the Drug Control Unit.

        2013 Ford F 150 Truck. The purpose of this donation is to support the
