1734 Message and order authorizing the City of Boston to accept and expend the grant of Four Hundred Ninety-Eight Thousand Two Hundred Ninety-one Dollars ($498,291.00) for the First Responders-Comprehensive Addition and Recovery Act Cooperative Agreement, awarded by the U.S. Department of Health and Human Services to be administered by the Fire Safety, Health and Wellness. The grant will fund the Boston Fire Department Recovery Services Program. This is a collaborative effort between the Boston Fire Department first responders, the Mayor’s Office of Recovery Services, the Boston Public Health Commission and community-based organizations to improve the City's response to opioid overdoses.

1735 Message and order authorizing the City of Boston to accept and expend a Parkland Acquisitions and Renovations for Communities (PARC) Program grant from the Massachusetts Executive Office of Energy and Environmental Affairs, Division of Conservation Services in the amount not to exceed Four Hundred Thousand Dollars ($400,000.00) to be administered by the Boston Parks and Recreation Department. The grant will fund Phase II of the renovation of Harambee Park in Dorchester.

1736 Message and order authorizing the City of Boston to accept and expend a TD Green Streets Program grant of Twenty Thousand Dollars ($20,000.00) awarded by the Arbor Day Foundation, to be administered by the Boston Parks and Recreation Department. The grant will fund a tree-planting program and related activities.

1737 Message and order authorizing the City of Boston to accept and expend a grant of One Thousand Dollars ($1,000.00), for the Non-Matching Scholarship awarded by the National Arts Program Foundation to be administered by the Office of Arts and Culture. The grant would fund administrative expenses for the City of Boston Employees Art Exhibition.

1658 Message an order approving a supplemental appropriation of One Million Thirteen Thousand Seven Hundred Fifty Five Dollars ($1,013,755.00) to cover the FY19 cost items contained within the collective bargaining agreements between the Boston School Committee and SEIU, Local 888 Administrative Guild. The terms of the contracts are September 1, 2016 through August 31, 2017 and September 1, 2017 through August 31, 2020. The major provisions of the contracts included base wages increases of 2% in September of each fiscal year. The agreements also contain other benefits including new steps.

1659 Message and order to reduce the FY19 appropriation for the reserve for collective bargaining by One Million Thirteen Thousand Seven Hundred Fifty Five Dollars ($1,013,755.00) to provide funding for the Boston Public School for the FY19 cost contained within the collective bargaining agreements between the Boston School Committee and SEIU, Local 888 Administrative Guild.

The terms of the contracts are October 1, 2016 through September 30, 2017 and October 1, 2017 through September 30, 2020. The major provisions of the contracts include base wage increases of 2% effective the first pay period of January of each fiscal year. The agreements also contain other benefits including a new step beginning in 2019.

The grant will fund the Boston Intelligence Center FY18 Allocation.

1151 Message and order authorizing the City of Boston to accept and expend the amount of Three Million Two Hundred Fifty-Three Thousand Three Hundred Seventeen Dollars ($3,253,317.00) in the form of a grant for the FY19 PSAP Grant awarded by the MA Executive Office of Public Safety and Security to be administered by the Police Department. The grant will fund the cost associated with providing Enhanced 911 Public Safety Answering Point services.

1152 Message and order authorizing the City of Boston to accept and expend the amount of Four Hundred Seventy-two Thousand Sixty-Three Dollars ($472,063.00) in the form of a grant for the FY18 State 911 Training Grant, awarded by the MA Executive Office of Public Safety and Security to be administered by the Police Department. The grant will fund the training and certification of Enhanced 911 telecommunications staff.

1386 Message and order authorizing the City of Boston to accept and expend the amount of Four Hundred Seventeen Thousand Eight Hundred Nine Dollars ($417,809.00) in the form of a grant for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program-Local Solicitation, awarded by the United States Department of Justice to be administered by the Police Department. The grant will fund four Domestic Violence Advocates.

1495 Message and order authorizing the City of Boston to accept and expend the amount of Nine Hundred Sixty-Six Thousand Eight Hundred Seventy-One Dollars ($966,871.00) in the form of a grant for the FFY 2017 Assistance to Firefighters Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund an Accountability Management System for critical on scene activities, including Personal Accountability Reports and unit assignments.

1496 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Seventy-Two Thousand Four Hundred Twenty-Seven Dollars ($172,427.00) in the form of a grant for the FFY 2017 Assistance to Firefighters Regional Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund the growing need for the fire department personnel trained in tech rescue in the cities/towns of Boston, Brookline, Cambridge, Chelsea, Everett, Revere, Somerville, Quincy and Winthrop.

1583 Message and order authorizing the City of Boston to accept and expend the amount of Two Hundred Thirty-Seven Thousand Five Hundred Dollars ($237,500.00) in the form of a grant, for the FY19 State HazMat Grant, awarded by the Massachusetts Department of Fire Services to be administered by the HazMat Response. The grant would fund additional, supplementary goods and services for the Boston Fire Department HazMat Division.

1662 Message and order authorizing the City of Boston to accept and expend amount of Fourteen Million Dollars ($14,000,000.00) in the form of a grant, for the continued support of unique planning, exercises, training and operational needs, that will assist in building enhanced and sustainable security capacities to help prevent, respond and to recover from threats or acts of terrorism, including chemical, biological, radiological, nuclear and explosive (CBRNE) incidents, awarded by the United States Department of Homeland Security, passed through the MA Executive Office of Public Safety and Security, to be administered by the Mayor's Office of Homeland Security. The grant will fund Urban Area Security Initiative FFY18.

1668 Message and order authorizing the City of Boston to accept and expend the amount of Two Hundred Seventy-Five Thousand Dollars ($275,000.00) in the form of a grant for the CEASE Boston, awarded by the Donor Group to be administered by the Police Department. The grant will fund the Cities Empowered Against Sexual Exploitation (CEASE) Network in Boston, a multi-sector strategy among law enforcement, businesses, the faith community, legislators and survivors who are working in partnership to abolish the demand for human trafficking.

1656 Message an order approving a supplemental appropriation of Eighteen Million Two Hundred Twelve Thousand Six Hundred Thirty Dollars ($18,212,630.00) to cover the FY19 cost items contained within the collective bargaining agreements between the City of Boston and the International Association of Firefighters(IAFF), Local 718. The terms of the contracts are July 1, 2017 through June 30, 2018 and July 1, 2018 through June 30, 2021. The major provisions of the contracts included base wages increases of 2% effective the first pay period of July of each fiscal year. The agreements also include increases to night differential, hazardous duty compensation, EMT specialist pay, and modified wellness differential.
