  2. COMMUNICATIONS FROM HIS HONOR, THE MAYOR:

    1495 Message and order authorizing the City of Boston to accept and expend the amount of Nine Hundred Sixty-Six Thousand Eight Hundred Seventy-One Dollars ($966,871.00) in the form of a grant for the FFY 2017 Assistance to Firefighters Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund an Accountability Management System for critical on scene activities, including Personal Accountability Reports and unit assignments.

    1496 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Seventy-Two Thousand Four Hundred Twenty-Seven Dollars ($172,427.00) in the form of a grant for the FFY 2017 Assistance to Firefighters Regional Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund the growing need for the fire department personnel trained in tech rescue in the cities/towns of Boston, Brookline, Cambridge, Chelsea, Everett, Revere, Somerville, Quincy and Winthrop.

    1497 Message and order authorizing the City of Boston to accept and expend the amount of Fifty-Four Thousand Two Hundred Eighty-Six Dollars ($54,286.00) in the form a grant for the FFY 2017 Assistance to Firefighters, Fire Prevention and Safety Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department, The grant will fund 1,500 smoke alarms, 1000 carbon monoxide monitors and 10,000 fire safety education materials for outreach and prevention activities carried by the Department's Fire Prevention Division.

    1498 Message and order authorizing the City of Boston to accept and expend the amount of Fifty Thousand One Hundred Twenty-Four Dollars ($50,124.00) in the form of a grant for the FY19 Assistance to Firefighters Grant for Health and Wellness, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund instructor-led, train-the-trainer courses and clinical resources to develop a peer support program in the Boston Fire Department.

    1499 Message and order authorizing the City of Boston to accept and expend the amount of Two Thousand Dollars ($2,000.00) in the form of the FY19 Sustainable Material Recovery Program, awarded by the Executive Office of Energy and Environmental Affairs to be administered by the Environment Department. The grant will fund materials and services for waste reduction programs.

  4. REPORTS OF COMMITTEES:

    1240 The Committee on Ways and Means, to which was referred on August 22, 2018 Docket #1240, Message and order authorizing the City of Boston Department of Innovation and Technology (DoIT) to enter into a contract with Crown Castle Fiber, LLC for a period of up to thirty (30) years for the lease of fiber optic cable connecting 170 City buildings with the City's existing fiber optic network. The contract term of twenty years plus two five-year City renewal options requires City Council approval pursuant to section twelve (12) of chapter 30B of the General Laws, submits a report recommending the order ought to pass.

    1442 The Committee on Ways and Means, to which was referred on October 3, 2018 Docket #1442, Message and order to reduce the FY19 appropriation for the Reserve for Collective Bargaining by Six Hundred Forty-Four Thousand Four Hundred Twenty Dollars ($644,420.00) to provide for the Boston Public Health Commission (BPHC) for FY19 increases contained within the collective bargaining agreements between the Boston Public Health Commission and Local 888, SEIU-Counselors Union as well as salary increases for non-union BPHC employees, submits a report recommending the order ought to pass.

    1443 The Committee on Ways and Means, to which was referred on October 3, 2018 Docket #1443, Message and order approving a supplemental appropriation for the Boston Public Health Commission (BPHC) for FY19 in the amount of Six Hundred Forty-Four Thousand Four Hundred Twenty Dollars ($644,420.00) to cover the FY19 cost items contained within the collective bargaining agreements between the Boston Public Health Commission and Local 888, SEIU-Counselors Unit as well as the cost of salary increases for non-union BPHC employees. The terms of the SEIU Counselors contracts are October 1, 2016 through September 30, 2017 and October 1, 2017 through September 30, 2020. The major provisions of the contracts include base wage increases of 2% effective the first pay period of January of each fiscal year. The agreements also include other benefits including a new step beginning 2019. Non-union salary increases are effective as follows: 2% in January 2017 and 2% in January 2018 submits a report recommending the order ought         to pass.

  5. MATTERS RECENTLY HEARD-FOR POSSIBLE ACTION:

    1169 Order for a hearing regarding dockless mobility and electric scooters in the City of Boston.

    1441 Message and order approving an appropriation of One Hundred Five Million Four Hundred Thousand Dollars ($105,400,000.00) from the Surplus Property Disposition Fund, for the purpose of providing funding for the completion of the City's signature open spaces, the Emerald Necklace and funding to the Boston Housing Authority to support redevelopment of communities at Old Colony in South Boston and Orient Heights in East Boston.

    1233 Message and order to accept and expend reimbursements up to the amount of Four Million Three Hundred Thousand Dollars ($4,300,000.00), from various government agencies including the Federal Emergency Management Agency, for expenses related to the March 13-14, 2018 Snowstorm.

    1416 Message and order approving an appropriation of Eight Hundred Nine Thousand Five Hundred Dollars ($809,500.00) from the Edward Ingersoll Browne Fund for projects described in the attached order. The Commissioners met on August 31, 2018, and voted to approve these projects. The projects will ornament the City’s streets, ways, squares and parks.
