  2. COMMUNICATIONS FROM HIS HONOR, THE MAYOR:

    1441 Message and order approving an appropriation of One Hundred Five Million Four Hundred Thousand Dollars ($105,400,000.00) from the Surplus Property Disposition Fund, for the purpose of providing funding for the completion of the City's signature open spaces, the Emerald Necklace and funding to the Boston Housing Authority to support redevelopment of communities at Old Colony in South Boston and Orient Heights in East Boston.

    1442 Message and order to reduce the FY19 appropriation for the Reserve for Collective Bargaining by Six Hundred Forty-Four Thousand Four Hundred Twenty Dollars ($644,420.00) to provide for the Boston Public Health Commission (BPHC) for FY19 increases contained within the collective bargaining agreements between the Boston Public Health Commission and Local 888, SEIU-Counselors Union as well as salary increases for non-union BPHC employees.

    1443 Message and order approving a supplemental appropriation for the Boston Public Health Commission (BPHC) for FY19 in the amount of Six Hundred Forty-Four Thousand Four Hundred Twenty Dollars ($644,420.00) to cover the FY19 cost items contained within the collective bargaining agreements between the Boston Public Health Commission and Local 888, SEIU-Counselors Unit as well as the cost of salary increases for non-union BPHC employees. The terms of the SEIU Counselors contracts are October 1, 2016 through September 30, 2017 and October 1, 2017 through September 30, 2020. The major provisions of the contracts include base wage increases of 2% effective the first pay period of January of each fiscal year. The agreements also include other benefits including a new step beginning 2019. Non-union salary increases are effective as follows: 2% in January 2017 and 2% in January 2018.

    1444 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Thirty-Five Thousand Two Hundred Ninety Three Dollars ($135,293.00) in the form of a grant, the Administration for Community Living Caregiver Respite and Support Service Project, awarded by the U.S. Department of Health and Human Services, passed through the Massachusetts Council On Aging, to be administered by the Elderly Commission. The grant will fund the creation of a community-based support network for the people affected by Alzheimers, and their caregiver.

    1445 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred One Thousand Three Hundred Twenty-Four Dollars ($101,324.00) in the form of a grant from the United States Department of Transportation-National Highway Traffic Safety Administration passed through the National Safety Council, for the Road to Zero Safety Innovation Grant to be administered by the Mayor's Office. The grant will fund the development and implementation of a mobile application and a contest to encourage Boston area drivers to practice safe driving habits and to correct dangerous driving behavior.

    1446 Message and order authorizing the City of Boston to accept and expend the amount of Ninety-One Thousand Two Hundred Dollars ($91,200.00) in the form of a grant awarded by the  Massachusetts Executive Office of Energy and Environmental Affairs/Department of Conservation and Recreation for the Recreational Trails Program to be administered by the Boston Transportation Department. The grant will fund biddable plans, specifications and estimates for new, accessible gateway and path into the Arboretum from Bussey Street Underpass in Roslindale.

    1447 Message and order authorizing the City of Boston to accept and expend the amount of Thirty-Two Thousand Five Hundred Dollars ($32,500.00) in the form of a grant for a Policy Research Fellow Grant, awarded by the University of Massachusetts to be administered by the Mayor's Office. The grant will fund a research fellow who will assist in tracking a diverse portfolio of policy issues, and benchmarking policy trends nationally.
