COMMUNICATIONS FROM HIS HONOR, THE MAYOR:
0804 Message and order authorizing the City of Boston, acting through its Department of Neighborhood Development, to accept and expend payments in the amount of Thirty Million Dollars ($30,000,000.00) given to the City Boston's Inclusionary Development Policy Fund for the purpose of producing and preserving affordable housing in the City of Boston.
0805 Message and order to reduce the FY18 appropriation for the Reserve for Collective Bargaining by One Million Thirteen Thousand Two Hundred Sixteen Dollars ($1,013,216.00) to provide funding for the Boston Public Schools and the City Housing Trust Fund for the FY18 cost contained within the collective bargaining agreement between the Boston School Committee and Local 1952, Painters & Allied Trades District Council No. 35 (School Custodians).
0806 Message and order approving a supplemental appropriation of One Million Thirteen Thousand Two Hundred Sixteen Dollars (1,013,216.00) to cover the FY18 cost contained with the collective bargaining agreement between the Boston School Committee and Local 1952, Painters and Allied Trades District Council No. 35 (School Custodians). The terms of the contracts are September 1, 2016 through August 31, 2017 and September 1, 2017 through August 31, 2020. The major provisions of the contracts includes base wage increases of 2% in September of each fiscal year. The agreements also contain other benefits including new steps and a new housing trust.
0807 Message and order to declare surplus City-owned former Public Facilities Department parcels with vacant building and transfer the care, custody, management and control of said property to the Public Facilities Commission. The land is located at 48 Tileston Street in the North End District (Ward 3 Parcel 02295000) and 50 Tileston Street in the North End District (Ward 03 Parcel 02294000).
0808 Message and order for your approval to authorize a sale of certain portion of public way known as 90 Cottage Street, East Boston, as shown on a plan of land entitled "City of Boston, Public Works Department, Engineering Division, Discontinuance Plan, Vertical, 90 Cottage Street, East Boston, dated November 21, 2017" specifically containing about 16.9 sq. ft. and 533 cubic ft. (the Discontinued Parcel").
0809 Message and order to accept for the benefit of the City of Boston and use a donation from the National Insurance Crime Bureau of a 2014 Honda vehicle. The vehicle will be used during investigations by the Auto Theft Unit and will further the Departments' overall goal of community policing.
0810 Message and order to accept for the benefit of the City of Boston and use a donation from 24 Trauma of Thirty (30) Fentanyl Protective Gear Cruiser Kits. Each kit includes a protective over garment, protective gloves, mask, goggles and other protective gear that will be kept in police cruisers and utilized during police responses to fentanyl involved incidents.

0578 Message and order authorizing a limit for the Boston Police Department revolving fund for Fiscal Year 2019 to support training programs for officers from non-City of Boston law enforcement agencies. The Academy will charge participating outside law enforcement agencies tuition for each recruit, police officer or special police officer they send to the Academy. The tuition paid by outside agencies will be used to purchase training equipment, certify instructors, update facilities, and to provide funds for training needs not otherwise budgeted. The Police Academy will be the only unit authorized to expend from the fund and such expenditures shall be capped at One Hundred Thousand Dollars ($100,000.00).
0579 Message and order authorizing a limit for the Boston Police Department revolving fund for Fiscal Year 2019 to support the Canine Unit's training program for officers and police dogs from non-City of Boston law enforcement agencies. The Special Operating Division will charge tuition and other fees to outside law enforcement agencies for the Canine Unit. The tuition and other fees by outside agencies will be used to purchase training equipment, certify instructors, update facilities and provide funds for other training needs not otherwise budgeted. The Special Operations Division will be the only unit authorized to expend from the fund and such expenditures shall be capped at Seventy-Five Thousand Dollars ($75,000.00).
0580 Message and order authorizing a limit for the Boston Police Department revolving fund for Fiscal Year 2019 for the purpose of purchasing, leasing, or renting space, materials, and equipment to be partially or wholly used for instructional purposes for new hackney carriage driver applications and providing funds for other training needs not otherwise budgeted. Receipts and resulting expenditures from this fund shall not exceed One Hundred Thousand Dollars ($100,000.00).
0581 Message and order authorizing a limit for the Boston Police Department revolving fund for Fiscal Year 2019 to pay salaries and benefits of employees and to purchase supplies and equipment necessary to operate the Police Department Fitness Center. Revenue for this fund is derived from monthly membership fees. Receipts and resulting expenditures from this fund shall not exceed Two Hundred Fifty Thousand Dollars ($250,000.00).
