Energy Procurement and Energy Supply Bill Reconciliation Consulting Services
The City of Boston, Massachusetts (the “City”), acting by and through its Commissioner of Environment (the “Official”), is requesting the submission of proposals from professionals in the energy consulting and advisory services industry (“Energy Consultants”) for the provision of energy procurement and supply bill reconciliation services to the City.
A copy of the City’s Request for Proposals (the “RFP”) may be obtained after 12 o’clock noon (ET) on June 27, 2022 at the City’s Supplier Portal (www.boston.gov/departments/procurement) under Event ID EV00010822. The RFP will be available up to the deadline for the submission of proposals as set forth below. This RFP is being issued pursuant to the authority of M.G.L. c.30B sec. 6.
The RFP will set forth both non-price and price criteria. Separate non-price and price proposals shall be filed simultaneously via the Supplier Portal, no later than 4:00 p.m. ET, July 18, 2022. Non-price proposals may not exceed twenty single-spaced pages. The Official or her designee shall open timely-delivered non-price proposals via Zoom on Monday, July 18, 2022, at 4:00 p.m. ET, or as soon as possible thereafter. Non-price proposals will be evaluated prior to the opening of price submissions in accordance with the standards for evaluation of non-price criteria set forth in Exhibit A to the RFP. Price proposals must be priced on a per-transaction basis for the energy procurement and bill reconciliation services to be performed upon request of the Official. The City will also reimburse reasonable, related out-of-pocket expenses.
