    1464 Message and order authorizing the City of Boston to accept and expend the amount of Six Hundred Twenty-Eight Thousand Three Hundred Sixty-Five Dollars ($628,365.00) in form of a grant for the FFY16 AFG Operations Award, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant would fund a pre-fabricated fire props to train firefighters on wind-driven fires; mid and hi-rise operations; plus expenses for 4 day driver training program that will bring the Boston Fire Department into compliance with National Fire Protection Association (NFPA) standards 1451, 1500 and 1911.
     
    1465 Messages and order authorizing the City of Boston to accept and expend the amount of Two Hundred Thousand Dollars ($200,000.00) in the form of a grant for the Beta Blocks grant from the John S. and James L. Knight Foundation to be administered by the Mayor's Office. The grant will fund experiments that aim to improve civic life by supporting Boston's efforts to create a process for deploying sensors in urban environments.
     
    1466 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Seventy-Nine Thousand Dollars ($179,000.00) in the form of a grant  for the FY18 Local Culture Council program, awarded by the Massachusetts Cultural Council to be administered by the Office of Arts and Culture. The grant will fund the cost of researching and planning an Economic Mobility Lab to advance economic mobility and security for lower and lower middle class Bostonians.
     
    1468 Message and order authorizing the City of Boston to accept and expend the amount of Sixty-Nine Thousand Nine Hundred Seventy-Five Dollars ($69,975.00) in the form of a grant, to support Federal FY 2017 Emergency Management Performance Grant awarded by the Federal Emergency Management Agency, passed through the Massachusetts Emergency Management Agency, to be administered by the Mayor's Office of Emergency Management. The grant will fund a consultant to update the functional needs of specific populations and neighborhoods into all aspects of the City of Boston Emergency Management Program.
     
    1469 Message and order to accept a donation for the benefit of the City of Boston of three (3) bicycles for the use by District C-6 of the Boston Police Department. The bicycles will allow for continual contact and visibility within the South Boston neighborhood and help improve the day to day lives of residents, workers and visitors in the area, which will further facilitate the district's services and benefit the residents of Boston.

    0600 Message and order authorizing the City of Boston to accept and expend the amount of Forty-One Thousand Four Hundred Twelve Dollars ($41,412.00) in the form of a grant awarded by Demand Abolition to be administered by the Police Department. The grant would fund Cities Empowered Against Sexual Exploitation (CEASE) Network/Phase II for law enforcement interventions, technology, and research-based innovations.

    1005 Message and order authorizing the Police Department to accept and expend a grant of Two Hundred Fifty Thousand Dollars ($250,000.00) from the Boston Regional Intelligence Center FY17 Allocation, awarded by the MA Executive Office of Public Safety and Security to upgrade, expand and integrate technology and protocols related to anti-terrorism, anti-crime, anti-gang and emergency response.

    1051 Message and order authorizing the City of Boston to accept and expend a grant of Three Million Two Hundred Fifty Three Thousand Three Hundred Seventeen Dollars ( $3,253,317.00) for the FY18 Public Safety Answering Point (PSAP) Support and Incentive Grant, awarded by the MA Executive Office of Public Safety & Security to be administered by the Police Department. The grant will fund the cost associated with providing Enhanced 911 services.

    1053 Message and order authorizing the City of Boston to accept and expend a grant of Six Hundred Eighty-Four Thousand One Hundred Twenty-One Dollars ($684,121.00) for the FY18 State 911 Training Grant awarded by the MA Executive Office of Public Safety to be administered by the Police Department. The grant will fund training and certification of Enhanced 911 telecommunications staff.

    1300 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Fifteen Thousand Eight Hundred Seventy Two Dollars ($115,872.00) in the form of a grant for the FY2017 Port Security Grant Program, awarded by the U.S. Department of Homeland Security to be administered by the Police Department. The grant would fund the installation and re-powering of the BPD Harbor Patrol Unit vessels; the 31' SAFE boat and the 28' Kvichak boat.

    1377 Message and order authorizing the City of Boston to accept and expend a grant of Two Hundred Twenty-Five Thousand Forty-Four Dollars ($225,044.00) for the FY2017 DNA Capacity Enhancement and Backlog Reduction Program, awarded by National Institute of Justice to be administered by the Police Department. The grant would fund two Criminalist positions, lab supplies and continuing education expenses.

    1391 Message and order for a supplemental appropriation request in the amount of Two Million Dollars ($2,000,000.00). This funding became available as a result of an unanticipated payment during the Fiscal Year 2018 to the City of Boston through the transfer of the Old City Hall leases. The funding will be used to allow the Boston Centers for Youth and Families to enter into a grant agreement with Urban Edge, a community-based non-profit, to assist in their efforts to bring a new youth recreation center which will include an ice skating rink and field house to Jackson Square.

    1397 Message and order approving an increase in the Senior Citizen Property Tax Work-Off credit amount from One Thousand Dollars ($1,000.00) per fiscal year to a maximum of One Thousand Five Hundred Dollars ($1,500.00) per fiscal year, effective Fiscal Year 2019. By increasing the credit amount, the City will be able to offer participating seniors the maximum allowable credit pursuant to Section 5K of c. 59 of the Massachusetts General Laws, as most recently amended by Section 127 of Chapter 218 of the Acts of 2016.

    1424 Message and order for an approval of an appropriations of One Hundred Twenty-Three Million Fifty-Five Thousand Four Hundred Thirteen Dollars ($123,055,413.00) for the purpose of paying cost of the Boston Arts Academy, which is a new school facility to be built on the site of the current Boston Arts Academy located at 174 Ipswich Street in the City of Boston.

    1455 Order that pursuant to Chapter 40, section 56, the residential factor in the City of Boston for FY2018 shall be the minimum residential factor as determined by the Commissioner of Revenue pursuant to M. G. L. Chapter 58, section 1A and be it further that pursuant to Chapter 59, section 5C, as amended, a residential exemption in the amount of value equal to thirty five percent (35%) of the average assessed value of all Class One-Residential parcels in the City of Boston be, and hereby is approved for Fiscal Year 2018.
