The City of Boston (the “City”), acting by and through its City Auditor (the “Official”), hereby requests sealed proposals from interested and qualified parties (“Offerors”) to provide third-party hosting, upgrade and implementation services for Boston Administrative Information System (BAIS)/PeopleSoft Financials (FN) and Human Capital Management (HCM) Applications.  Both the BAIS FN and the BAIS HCM Applications require upgrade to the latest version of PeopleTools.  Further, the BAIS FN Application requires upgrade from version 9.1 to version 9.2.  The BAIS HCM Application is on PUM image 11 and requires updating to a more current PUM image (Tax Updates and Regulatory Compliance are current).

All proposals shall be submitted in strict conformance with the Request for Proposal (RFP), which is available on the City’s Supplier Portal, to be downloaded at: boston.gov/procurement on or after 9 a.m. EDT, on Monday September 14, 2020 and will remain available until the date and time of the opening of proposals, Tuesday November 17, 2020 at 12 o’clock noon EDT.  To access details for this specific procurement event, or to respond through electronic format, please visit the City’s Supplier Portal and access Event Number EV00008177.



The City shall accept sealed proposals until 12:00 p.m. EDT on Tuesday, November 17, 2020 at the location specified in the RFP.  The Official shall reject late proposals.



The attention of all Offerors is directed to the provisions of the RFP and contract documents, specifically to the requirements for proposal deposits, insurance and performance bonds, as may be applicable.



The RFP contains both price and technical evaluation criteria.  Failure to submit separate sealed price and technical proposals shall result in disqualification of the entire proposal.



The Official shall not open the proposals publicly, but shall open the technical proposals in the presence of one (1) or more witnesses within twenty-four (24) hours of the above deadline for the submission of the proposals.  The Official may open the price proposals at a later time and in any case shall open price proposals at a later time and in any case shall open the price proposals so as to avoid disclosure to the individuals evaluating the technical proposals.



A performance bond of a surety company qualified to do business under the laws of the Commonwealth and satisfactory to the Awarding Authority in the sum of one million dollars ($1,000,000.00) will be required for the successful bidder. The term of the contract shall not exceed three (3) years.  The Official shall cancel the contract if funds are not appropriated in any fiscal year. The award of any contract shall be subject to the approval of the City’s Corporation Counsel and the Mayor of Boston.



The City and the Official reserve the right to waive any defects, or informalities, to accept or reject any or all proposals, or any part or parts thereof, to negotiate a contract with any qualified Vendor, to invite the submission of additional Price Proposals subsequent to the Price Proposal Submission Date, or to cancel the RFP, if the City deems it to be in the best interests of the City so to do.
