The  City  of  Boston’s  Neighborhood  Housing  Trust  (NHT)  is  seeking  proposals  from  for-profit  and  non-profit developers of eligible affordable housing developments.     This funding is available for rental, cooperative and homeownership  developments  that  address  the  priorities  outlined  in  the  Request  for  Proposals  (RFP).    These priorities are distinct in purpose and are designed to direct limited funds to projects that efficiently utilize the subsidy dollars available.

The Department of Neighborhood Development is acting as an agent of the Neighborhood Housing Trust for the purpose of distribution of this Request for Proposals and for review of application packages submitted.

The NHT is making approximately $10 million dollars of funds available in this RFP. These funds will be used to support the creation and preservation of affordable housing developments that meet the needs of the homeless, low- and moderate-income individuals and households in Boston. The NHT will base its decisions on the availability of funds on deposit with the Trust and the established project funding priorities and criteria in the RFP.

There will be a Applicants Conference on Wednesday, August 26, 2020 at 10:00 am.   Interested applicants must email Christine O’Keefe at christine.okeefe@boston.gov to register for conference   Prospective applicants are strongly encouraged to attend this session so that DND staff can review the requirements of the RFP and answer questions about the application process.

Applicants are strongly encouraged to submit a Letter of Intent by Friday, August 28, 2020.   The Letter of Intent should specify the required information as instructed in the RFP.  The Letter should be e-mailed to the attention of Christine  O’Keefe,  Acting  Assistant  Director  for  Development  and  Finance  at   christine.okeefe@boston.gov   . Prospective applicants are also strongly encouraged to contact DND staff to discuss their individual project before submitting a full proposal.

The RFP application package will be available beginning Monday, August 10, 2020 and can be downloaded by registering at https://boston.gov/dnd/rfps. If you are unable to access, please contact Christine O’Keefe at christine.okeefe@boston.gov.  Completed proposal applications must be submitted as instructed and returned directly, *By Appointment Only, to the DND Bid Counter, 26 Court Street – 1st Floor, Boston, MA by Monday, September 28, 2020, no later than 4:00 pm. PLEASE NOTE: Due to ongoing public health precautions the City is taking in the wake of the COVID-19 pandemic the DND Bid Counter has relocated to 26 Court Street, 1st Floor, Boston, MA  02108 and is operating on a reduced schedule.    

*All visits to the DND Bid Counter will require an appointment to drop-off application submissions.  Please use the Online Scheduler at https://www.boston.gov/departments/public-facilities for information regarding procedures and to request an appointment. Be advised that social distancing must be practiced and maintained

The Bid Counter’s reduced days and hours of operation are:  Mondays and Wednesdays only, from 9:00 am – 12:00 noon and 1:00 PM - 5:00 pm (the Bid Counter closes for lunch from 12:00 Noon - 1:00 pm). 

If applications need to be dropped-off prior to the due date, please be advised that if a bid opening is in process and is being video-recorded, you will be scheduled a time that avoids walking into the Bid Counter during the video-recording.
