White Stadium Renovation Project
Pursuant to M.G.L. c. 149A, § 4, the City of Boston’s Public Facilities Department (PFD) submitted an application to the Massachusetts Inspector General’s Office (MA IGO) for the approval for PFD to proceed with procuring and delivering the White Stadium Renovation Project via the Construction Management at Risk (CM at Risk) method pursuant to M.G.L. c.149A with a Guaranteed Maximum Price (GMP).
Pending receipt of approval by the MA IGO, PFD is seeking statements of qualifications (SOQs) for CM at Risk Services pursuant to M.G.L. c. 149A, § 5 for the White Stadium Renovation Project.
The scope of work includes CM at Risk Services to renovate White Stadium in Boston. located at 450 Walnut Ave, Boston, MA 02130. This will be a multi-phased project to include but not limited to new construction of a 5000-seat grandstand, canopy, building, track and field and site improvements to support BPS athletics. (With early demolition East grandstand, track and field and site/utility packages) In April of 2023 the City issued and subsequently accepted an RFP for a lease of the West Grandstand and Southern area of the stadium. The design and construction of which is not included in this scope of work and will happen simultaneously to the East Grandstand and Track and Field construction.
Firms must submit with their SOQ a certificate for General Building Construction from DCAMM and DCAMM Update Statement. A detailed scope of CM at Risk services, project team information, and requirements are included in the RFQ package.
Substantial completion of the project is estimated to be in January 2026 and final completion in March of 2026 for an opening day game in March of 2026. Expected contract duration will be for approximately two (2) years. The estimated cost of construction is approximately $46,000,000.00.
Applicant firms must have experience on the following types of projects: Construction Management at Risk; U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) certified silver or higher, phased construction.
Applicant firms, at a minimum, must also have experience on projects in the following settings: dense, constrained urban sites. Additionally, firms are encouraged to highlight any experience in projects involving demolition in dense constrained sites, athletic facilities, stadium experience, heavy civil site projects, working collaboratively with other CM firms on site and construction projects in the close proximity to historically significant sites.
This procurement process is qualifications based and will consist of a two-phase selection process pursuant to M.G.L. c.149A. This RFQ is the first phase of the two-phase selection process. PFD will evaluate submitted SOQs based upon the identified evaluation criteria as set forth in the RFQ. Successful Respondents that are deemed prequalified will be invited to submit a proposal in response to a detailed Request for Proposals (RFP) in the second phase of the procurement process.
Application Package will be available beginning January 22, 2024 and may be obtained by requesting access via email to bid.info@boston.gov.
All technical questions are to be submitted to PFD’s Bid Counter by email at bid.info@boston.gov on or before January 29, 2024, no later than 12 p.m.
Completed SOQ packages must be submitted in sealed envelopes and returned to PFD, Bid Counter, 2 Center Plaza, Suite 700 Boston, MA 02108 on or before February 7, 2024, at 12:00 p.m.
PFD expects to complete review of the SOQs received at or approximately February 20, 2026.

There is a site visit and RFQ briefing session scheduled for January 25, 2024 at 10:00 a.m. at White Stadium located at 450 Walnut Ave, Boston 02130. All firms interested in submitting a SOQ for the Project are strongly encouraged to attend.
